Cradle to Grave Liability

"Cradle to grave" liability: EPA regulations state that generators of hazardous waste are liable for that waste from the time it is generated at their facility to the time it is disposed of, even if it is no longer in their custody. This means that if solvent waste from your plant contaminates the environment during transport to the disposal site, or after it reaches the disposal facility, you must pay for the clean-up. Neither the waste hauler nor the disposal facility are liable under EPA law.
